DeWaK: Managing Demographic Change: new organisational and financial instruments for communal social infrastructure in housing areas
With regard to the demographic and structural change, the aim of the project is to develop innovative communal financing models in order to be able to implement necessary measures in social amenities for children, young people and seniors in municipalities.
The project focuses on arrangements to integrate the private sector, particularly financial resources and civic engagement (including volunteering). Therefore, as well contractual and procedural solutions for spatial, institutional, budgeting as legal issues of a closer cooperation with external institutions will be developed.
The project is carried out in cooperation with the city of Herten and the Ennepe Ruhr county. As part of the research project new financing models of municipal infrastructure measures are examined and tested using two concrete project ideas. The results are exploited in triplicate. Firstly, the municipalities involved in the project benefit directly from the accompanying research of possible financing models. Secondly, the transferability of the developed instruments is examined. Thirdly, the results of the accompanying research are reviewed for the application and research-oriented transfer. The spectrum ranges from workshops or the development of a handbook of municipal financing instruments to scientific papers and publications.
