Objective and output of the overall project

The R2Q research project aims to develop a methodology for assessing and improving resource efficiency in urban districts. To this end, two model districts in Herne-Baukau and Herne-Pantringshof are being used to investigate the resources rainwater, wastewater, building materials, energy and space, all of them sectorally and in superposition with each other. The output of the project will be a new planning instrument, the ResourcePlan, which will enable a systematic, efficient and method-oriented management of resources in the neighbourhood.

With the help of a large network of ten research and practice partners with expertise in various resources, including the IWARU Institute at Münster University of Applied Sciences and the Sustainable Engineering Department at the Technical University of Berlin, as well as many others and a model municipality, the city of Herne, tools for evaluating existing resource efficiency will be developed under the premises of feasibility, updateability and transferability to other municipalities.

ResourcePlan

The ResourcePlan is being developed as an instrument package that guarantees binding resource protection in the neighbourhood under different framework conditions such as private and public space or existing and new planning. For this purpose, existing instruments ranging from binding urban land use planning to municipal statutes will be evaluated.

Evaluation system for the resource area

The evaluation system for the resource area should make it possible to measure the current efficiency in the neighbourhood and to allocate concrete, specific measures to increase it to the different areas. The first developments of the evaluation system provide for both quantitative and qualitative evaluation.
